What is PUE?

Power Usage Effectiveness (PUE) is a metric that compares total facility energy consumption to the energy used by IT equipment alone, with 1.0 representing perfect efficiency.
PUE stands for Power Usage Effectiveness. It is a ratio calculated by dividing the total amount of power entering a data center (total facility power) by the power consumed solely by the IT load (servers, storage, network gear, and supporting infrastructure directly tied to computing). The metric was introduced by The Green Grid consortium in 2007 (since merged into the IT Resilience Organization) and has become the de facto standard for reporting data center energy efficiency.
A PUE of 1.0 means every watt entering the facility reaches the IT equipment. In practice, losses from power distribution, cooling, lighting, and other overheads push the number higher. The industry average hovers around 1.5 to 1.7, while hyperscalers such as Google, Microsoft, and AWS operate large, modern facilities with long-term rolling averages near 1.10 or lower. These operators achieve low PUE through advanced cooling methods (evaporative, free-air, liquid immersion), high-voltage distribution, and close-coupled power architectures.
PUE is measured at different granularities: yearly, quarterly, or continuously via building management systems. The metric is simple but has limitations. It does not account for the embodied carbon of construction, the source of the electricity (grid mix vs. renewables), or the efficiency of the IT equipment itself. For a complete efficiency picture, operators pair PUE with other metrics such as CUE (Carbon Usage Effectiveness) and WUE (Water Usage Effectiveness). A low PUE remains a strong operational signal, but it is not the sole indicator of a sustainable data center.
