RFC 2870, “Root Name Server Operational Requirements”, is a Best Current Practice document published in June 2000 by R. Bush, D. Karrenberg, M. Kosters, R. Plzak. It obsoletes RFC 2010. It has been obsoleted by RFC 7720 — refer to the newer document for the authoritative version. The canonical text is published by the RFC Editor.
Abstract
The primary focus of this document is to provide guidelines for operation of the root name servers. This document specifies an Internet Best Current Practices for the Internet Community, and requests discussion and suggestions for improvements.

Documents the IETF community's recommended operational or procedural practice rather than a protocol specification.
