Microsoft Build 2026: Windows Coreutils, Air-Gapped GitHub, and Rayfin Target Developer Revival

Microsoft used its Build 2026 developer conference in San Francisco on June 3 to announce a raft of new tools and services aimed at winning back developers. Highlights include Unix-style Coreutils for Windows, a sandboxed AI agent execution system, and the Rayfin platform designed to bridge the gap between rapid prototyping and enterprise production.

CEO Satya Nadella unveiled Project Solara, a vision for devices built for AI agents rather than traditional apps. Solara is not a product but a direction, backed by the new Surface RTX Spark Dev Box, an Arm-based PC with Nvidia’s RTX Spark chip offering 1,000 teraflops and 128 GB of unified memory.

Coreutils, Execution Containers, and a Less Annoying Windows

In a bid to make Windows more palatable to developers, Microsoft introduced Coreutils for Windows, bringing Unix command-line tools to the OS natively. Separately, the company announced Microsoft Execution Containers (MXC), a sandboxed code execution system that runs AI agents in isolated environments to limit damage from hallucinations and prompt injections. MXC supports Windows, Linux, and macOS and uses multiple containment back ends including ProcessContainer, Windows Sandbox, and Hyperlight.

• Azure Linux 4.0, based on Fedora, is now officially previewed and will be an option for any Azure virtual machine. It already powers millions of cores in Azure’s internal services.

Rayfin, GitHub Enterprise Local, and the Data Context Bet

Microsoft introduced Rayfin, a platform that addresses the gap between “vibe coding” and enterprise production. Rayfin provides guardrails and infrastructure to move AI prototypes into hardened deployments. The company also previewed GitHub Enterprise Local, designed to run on Azure Local infrastructure in connected or air-gapped environments. It includes self-hosted Actions runners and an on-premises inference layer called Foundry Local.

Microsoft’s broader strategy at Build 2026 was that the enterprise AI race will be won on data context rather than raw model power. The company’s announcements around Data Fabric and HorizonDB reinforce this approach, emphasizing structured data foundations for AI agents. With these moves, Microsoft is betting that developers frustrated by outages and security issues on GitHub will return to a platform that offers more control and stability.

GitHub Enterprise Local preview follows a period of instability for GitHub, including outages and security concerns. Microsoft said Enterprise Local can run either connected or fully air-gapped, targeting industries with strict compliance requirements. The company also acknowledged that TypeScript developers no longer need C# to use the Aspire dev stack, a change aimed at broadening the framework’s appeal.
