RFC 2418, “IETF Working Group Guidelines and Procedures”, is a Best Current Practice document published in September 1998 by S. Bradner. It obsoletes RFC 1603. It has since been updated by RFC 3934, RFC 7475, RFC 7776, RFC 8717, RFC 9141, RFC 9945. The canonical text is published by the RFC Editor.
Abstract
This document describes the guidelines and procedures for formation and operation of IETF working groups. This document specifies an Internet Best Current Practices for the Internet Community, and requests discussion and suggestions for improvements.

Documents the IETF community's recommended operational or procedural practice rather than a protocol specification.
