Reliable and cheap, but the interface is stuck in 2015
We use IONOS (1&1) for about 15 of our smaller client sites. The pricing is hard to argue with. You get a lot of storage and bandwidth for very little money, and the servers in Germany are reliable.
Uptime has been solid over the past year. Maybe one short outage that I noticed. Email hosting is included and actually works, which is more than I can say for some competitors.
The problem is the user interface. The control panel feels like it was designed a decade ago and never updated. Finding settings is a treasure hunt. They have separate panels for different products and nothing connects together nicely.
Also, be careful with auto-renewals. They default to longer contracts and the cancellation process involves multiple confirmation screens. It feels like they really do not want you to leave.
For straightforward shared hosting in Europe, it does the job. Just bring your patience when navigating the dashboard.
